The international shipping compliance problem for small and medium ecommerce businesses is not a documentation problem. It is a timing problem. The information that determines whether a cross-border shipment clears customs smoothly is available. It is just available at the wrong point in the process.

Businesses find out what went wrong when a package is held at customs. Customers find out what they owe when a delivery agent shows up asking for payment they did not know they would have to make.

According to the 2026 FedEx Small Business Trade Index, 68% of SMBs regularly see customers surprised by duties at delivery. 60% report losing revenue through refunds or abandoned purchases because of those duty surprises. FedEx Trade Planner is a free, no-login tool at fedex.com that allows businesses to look up Harmonized System codes, estimated duties, taxes, and fees, and document recommendations before creating a shipping label. The value is in the “before creating a shipping label” timing: a business that knows the HS code, estimated duties, and required documents before it ships can incorporate that information into its pricing, checkout flow, and customer communications.

FedEx Ship Manager enhancements allow customers to review product HS code classifications, customs values, and country of manufacture details within the shipping label creation workflow. The corrections happen at the label stage, when they can still prevent a clearance problem.

The FedEx Duty and Tax app on Shopify enables merchants to display a duty and tax guarantee during checkout, giving customers visibility into import costs before they complete the purchase.

Global Trade APIs through the FedEx Developer Portal allow businesses to integrate product classifications, estimated duties and taxes, and regulatory information into existing workflows.

FedEx Import Tool and Reporting enhancements give customers the ability to view customs clearance activity, identify required actions, manage payments, and access global import and export data.

The Context That Makes This Timely

The FedEx launch arrives at a specific moment in the international shipping compliance landscape. The PPWR Article 45 EPR representative requirement that we covered this month took effect August 12.

The Section 301 tariffs on 60 countries that took effect in late July changed the landed cost calculation for import-dependent brands across most major trading relationships. The EU parcel duty that took effect July 1 changed the economics of cross-border ecommerce into European markets.

In each case, the compliance requirement existed before the deadline. The problem was that most businesses found out about the implications at or after the deadline rather than during their planning process.

FedEx’s Trade Planner, which provides free access to HS codes, estimated duties, and document recommendations without even requiring a login, addresses exactly that gap: making compliance information accessible at the planning stage rather than at the crisis stage.

The Shopify App Is the Most Useful Piece for Ecommerce Operators

The FedEx Duty and Tax Shopify app is the capability EcomWatch readers should action first, for a specific reason: duty surprise at delivery is not just a customer satisfaction problem. It is a conversion problem at checkout.

A customer who sees “import duties may apply” in fine print during checkout is not making an informed decision.
